Default prison substitutes

Is it OK or common to say, "prison substitutes"? What does it mean?

Hi Ang.

Someone pays fines or does community service rather than going to jail.

Can we call them 'prison substitutes'? Is it common usage?

'Alternatives' to going to jail/prison would fit your description.
