Probably that the Center provides a service finding short-term work experience placements for students within companies so that the students can have something to cite on their cvs.

A company will take a student for a short period and provide them with basic training and working experience [sometimes with remuneration, often without]. The student is placed in a company. So the student has "a placement" - it is a jargon term that is now an accepted term within this context.
