I think I might just go with choice (a) 'very ready to'.
Choice (d) makes the sentence sound like the doctors do little else than provide patients with medicine.
What do you think?

Is 'ready' a gradable adjective? Doesn't 'very ready' sound odd?

I totally agree with you! 'Very ready' is irritating to my ear!
But, given the choices from Newbie, 'very ready' seems like the best answer for the assignment. I personally would just say "The doctors are ready to provide patients with medicine."

The intention is to say that doctors are too quick to provide patients with medicine when another course of treatment might be better for the patient, but the wording is off. Perhaps: The doctors here are all too ready to provide patients with medicine.
or:
The doctors here are all too eager to provide patients with medicine.
