Default how do you say it?

hi,
please, suppose that you take something that has broken down to the repair shop and the guy says he'll return it fixed to you tomorrow. you come back tomorrow to pick the thing up but it's not ready. the guy now says it's going to take 2 more days. you return at the set date and the thing is not repaired yet and the guy asks for 1 more day. and he keeps acting like this for more 2 weeks, that is, always failing to fulfill what he'd promised or what he'd said that was going to be done.
please, how do you informally call this kind of behavior? "the guy is .... me".
