What is the correct answer ?

In my trial exam, there are two questions which are somewhat odd. I'm not really satisfied with the answer key.

1. The two of them never stop quarreling with__________

A. one another
B. other each
C. the other
D. another

The correct answer provided for this question is "one another". However, "one another" is only used with more than two people. If there is only two people, you have to use "each other". I don't think "one another" is suitable for this particular question.


2. That town______________in an amazing way.

A. changes
B. has been changed
C. is changing
D. were changed

My teacher said C was correct but I believe B to be also correct. What do you guys think ?

"one another" is perfectly correct for question 1. Why do you think that this can only be used for more than two people?

For question 2., c., would be my preference, but I would say that b. is also possible.

Because I have found many sources that say so.

I have an impression that many native speakers do not bother with this distinction...
