A dismal song

Do you think what "dismal" means here?

'Dismal' is often used for songs that are dreadful, but especially if they are sad songs that fail to work.

Did you mean that, though it is a sad song, but it is so crappy in its skills (writing skill or singing skill)?

a dismal song may be a total disaster in all the respects mentioned above.... lyrics, artistic values - or lack of, it can be a mess of noise and terrible vocals, it could be an awful punk rock band that makes your ears shrivel up and the hair on the back of your neck stands right up ....brrr

all in all it could be dismal becuase of the lack of artistic merit
( = crappy) or it has very gloomy and depressing overtones.
