I am wondering, that if I send a private message to the other member in this forum, the private message I send will be seen by anyone who's visting this forum, or it's complete private, I mean, it just can be seen between the sender and the receiver?

I'm not an administrator, but 'private' means 'private' re messages between members of the forum.
Have you seen any PMs appearing anywhere in the forums?
(Members will address a part of a post to another member in particular, but this is not intended as a 'private'( = not to be seen by any other member) message.

The administrator will make that 'official' for you but long-time members have no qualms(=uneasy feeling of doubt) whenever they send a REALLY private message!

It cannot be seen by anyone visiting the forum. Only the sender and recipient [and in very special circumstances the administrator] can see the text.
