Default correct use of past tense

Please let me know if the following is correct. Is it decrease or decreased?

Attached please find a letter requesting a credit line decreased.

First, What does 'decrease/decreased' mean in that sentence? Second, I'd use decrease, like this,

Attached please find a letter requesting a credit line decrease.
