I was overcome with fear/ Fear came over me when I spotted the beast.
Do they have the same implication in this sentence?

"I was overcome with fear when I spotted the beast" is a better sentence.
"Fear came over me..." is ok but I think that it is a bit clumsy.

I wouldn't say 'clumsy' exactly; I just think 'overcome' is a more appropriate word in this context. But I think sambistapt may well be right in thinking there's a link between "A is overcome by B" and "B comes over A".
