Default There is or There has been???

Hallo,

I have read that one of the topics is entitled TThere is never been a better time".
I would have said "There has never been": Am I right or not? Who replied to the topic didn't say anything about that; so I would presume it was right; nevertheless the doubt remains.. Can you help me?
