Which is the correct idiom 'rates for' or 'rate of'? I have read both of them.

e.g The rate of change of speed is very rapid.

'Suicide rates for the soldiers increased' NY Times.

Which usage is correct or which one is more appropriate in what situation.

Rate of change of speed-a physics phrase.Meaning:change of speed in a second.
Suicide rates-suicides over a fixed period of time in a city or a region.It is a study.

Thanks for taking time to reply. I guess my question was little different. I wanted to know what are the situations where 'rate of' is more appropriate than 'rate for'. Why not 'Rate of suicide among the soldiers'?
