party:last week/previous Sunday.You didn't attend the party.You are regreting now.
Present tense.Expressing regret for the past action.

I wish (at the present time of speaking) I had gone to the party (the party which has already happened and therefore I have missed).
I'm not sure what you're asking. Maybe I'm completely misreading your question.

I think it is present tense (I wish) and past perfect tense (I had gone).

past regrets: wish + past perfect
to express regret about past situations, we use wish with the past perfect
a construction that is used in a similar way to conditional sentences.
