hello,I want to know when can iuse the sentece: to whom it may concern. I also want to know that the word concern is there should be ed in the end like concerned

In my experience, this is only used if you write a reference for a person that they can show to anyone. Letters addressed to companies or institutions should be send to that institution, and the salutation should be "Dear Sir or Madam" or "Dear Sirs".
