Creep is ambiguous:
Verb, to rise or grow slowly and steadily, as in a vine.
Noun, an annoying person
The sentence says it's not another jerk (annoying person, similiar to the other meaning of a creep) so it should be the steady(and furtive) rise in alcohol especially without you knowing the limit before you get drunk.
