I would like to know the meaning of (tune out the "please") in the next passage.

Adults often use “please” to soften the impact of a direct order. Children often tune out the “please” and rebel against the order.

I don't believe that the original had any mention of, nor any meaning of, children omitting 'please' in their own speech.

Even thought parents use 'please', children sometimes tune it out, pretend that 'please' wasn't used and react as if the parent issued an order.

Imagine a radio dial. You 'tune in' to a particular station. If you then move the dial a little bit you can still hear most of the message but you have 'tuned out' some of it. What you get depends on the other signals around the same wavelength - maybe another station, maybe just noise. Whichever it is, you don't hear the full signal from the original station - it is still there on the waveband, but you have tuned part of it out.
