fragile state could mean "afraid"

The verb LAY: meanings and examples

1- lay something up = store something for future use
We laid some potatoes for use in the winter months.

2- lay someone up = to cause someone to be ill in bed
A broken leg laid me for two months

3- lay aside (a) = reject something
I have to lay aside your opinion

lay aside (b) to put something apart or to the side
Lay that glass aside because it's broken.

I hope I answered part of your questions
