Default the meaning of 'trouble for'

Hi, Teachers.

What's the meaning of the collocation 'trouble for'?

For example, it is a big trouble for him.
Does this sentence mean 'he has the big trouble' or 'the big trouble is because of him or caused by him'?

Thanks in advanced.
