Default "Out of it"

Question 1:

I tried to look up the dictionary to find out the meaning of this expression,but couldn't find the answer.

I heard people sometimes answer "Just out of it",I wonder what its true meaning.
Also,what about "she's just out of it",what does it really mean when it applies on a dog? sounds like it's about the mood of a female dog,i'm not too sure. Pls help.

Question 2:

Speaking of "Out", what does it really mean when Ryan Seacrest said his catch phrase "Seacrest,out!" in the very end of his TV show "On air with Ryan Seacrest"?All I know is that that must be a cool catch phrase.
Can u explain it with an example?

*no promotion intended,just in case for people who are not familiar with who Ryan Seacrest is,he is the host of the famous TV show "American Idol"

Question #1

When someone is out of it it means the person can't function normally because of drug or alcohol intoxication. It also means a person might be VERY tired/exhausted or feeling "not with it" because he/she is sick.

You can say the same about an animal when he is not feeling well.

about Ryan Seacrest ... I am assuming that "Ryan out" means "you are off the air", "you're done", "cut" or something like that.
