Do you think the following sentence means that:
although A Considers B and C to be the same category, I do not agree with it (that B and C are one and the same thing).

A seems (in my view mistakenly) to consider B and C to be the same category.

Is the insertion (in my view mistakenly) at the right place?

Although humans consider dogs and cats to be in the same category, I do not agree with the idea that dogs and cats are one and the same thing.

Your reasoning depends on what the "category" is.

If the category is "domestic animals" then your reasoning is not correct.

There's less ambiguity this way:

A seems to consider, mistakenly, in my view, B and C to be the same category.

The author/speaker is saying that A is mistaken in thinking that B and C are the same category.
