I think the question you eventually intend to ask is, apostrophe or not.
He is going to go to his parents' house.
compare:
He is going round to see his parents.
I think you can get away with no apostrophe whichever is meant when you say
He is going to go to his parents.
(Partly, because it looks odd in print to see a sentence end with a word with an apostrophe like that.)

Would you object to "He is going to Jim's."?
An interesting extension of this usage (possessive used to imply place of residence - a sort of metonym) is the new (to me at least) use of possessive pronouns to do the same job: 'Do you want to meet at mine, or shall I come round to yours? (I would never say this, but my son's generation do.)
