I do agree that "but" is more appropriate in the following sentence, but is "for" wrong to use if one really means certainty not contrast?
He is slow but/for sure.
And will "for" function as a preposition or as a conjunction?

for = preposition
Nope. For sure is a set phrase meaning unquestionably. ;-)
