Can a sentence 'my parents were occupied before they had me' mean how they made me or they were very busy persons no matter in what thing?

I think "occupied" is a strange word to use there, especially without 'very'. If you want to mean 'busy', say 'busy'.

Probably means they were very busy with OTHER things before the baby arrived. After the baby came I am sure you were their first concern. Beinig "occupied" does NOT have any sense of "making a baby" in ordinary American English.
