Could you please tell me what the differences between the usage of "improve" and "improve on" are? Thanks.

Improve on:One can improve on his/her performance.If you did 10secs in 100meters,'you could improve on it .
Improve:To improve the sanitary conditions ; to improve the woking conditions.
