A noun; 'foolish' would be the adjective.

In addition, here's a trick to help to determine if the subject complement is a noun (i.e., predicate nominal) or an adjective (i.e., predicate adjective): Use the verb 'seem':
EX: He is a fool. (subject complement)
EX: He seems fool. (Not OK)
'fool' doesn't work with 'seem', so we know it's not an adjective. :wink:
EX: He seems foolish. (OK; Adjective)
