Do we write 'the English Language' or 'the English language'?

But in titles you often use: "the English Language".

Correct me if I'm wrong.

Titles have their own rules.
The major words in the titles of books, articles, and songs (but not short prepositions or the articles "the," "a," or "an," if they are not the first word of the title) One of Jerry's favorite books is The Catcher in the Rye.

In general usage, it is "How to use the English Language"
"The English language is paramount for communication"

In the title of a book/article, it will be "How to Use the English Language" / "The English Language is Paramount for Communication".
