It's a problem for native speakers as well, particularly if their hearing is not good. It is not unusual. So many people are not taught to speak clearly on the phone.

If it happens, I always ask the person to repeat what they have said more slowly so that I can understand what is said.

I think that your advice is good about asking the speakers to repeat more slowly. Having lived in India I know that the competition for jobs there is fierce and to admit weakness, in any respect, to ones colleagues can result in losing ones job, everyone has a cousin or a friend who is looking for a chance.
