    Cool Legal Council

    What is it understood for "Legal Council" in an expression like "Legal Council for the accident victims? Maybe, legal protection for victims?

    Check the spelling. It is probably "legal counsel" = legal advice.

    ... and quite possibly, given the context, it may be a metonym referring to the person who gives the advice and represents the victims in court: "Counsel for the plaintiff* is Mr Rumpole".
