Both are used, it depends on the context.

He is slow at calculations (a subject/activity in general).
He is slow in replying my letter (a specific task).

not a teacher

I agree with tedtmc.

- They were too slow in notifying the police, and the criminal got away.
- Why is that guy so slow at his job?
