Which one is the best?
Please choose one that you think it is best:

Norms received promise one far and wide.
2) Vast ocean embraces streams to its tide;
Norms received promise well and wide.
3) Vast ocean embraces streams to its tide;
Proper norms help one go far and wide.
4) Vast Ocean Embraces Streams; Norms Promise One’s Dreams.
'Norms' do not work in any of these, NH. The word is far out of register with the others.
Could you please tell me why, as it is used as the maxim of a school?

'Norm' is statistical vocabulary, NH-- the rest of your motto is poetic. Besides, it basically means 'average' which is hardly like a 'vast ocean... promising far and wide.'
But norm often serves as 'A standard, model, or pattern regarded as typical", for example:
norm of international law,
norms of conduct，
the norm in the style of life,
