what is difference in meaning between 'official' and 'officer'?

Official is adjective and used with matters(nouns) connected with office, as: official file, official letter, official work
Officer is noun and a person who does official work having responssibility or of supervisory in nature.

Official can also be used as a noun eg. government officials.

–noun 1. a person appointed or elected to an office or charged with certain duties.

That makes it more confusing. I think official is higher in ranking than officer.

not a teacher.

You are right. Official can be used as noun and it denotes a peroson who works for Government or any other organisation, not necessarily mean only holding high positions. In that case you must use an adjective, high ranking official.

Officer is also used for military personnel.
