Question What's the word?

What is the appropriate word to describe the action when (handing a person a certificate of achievement).
is there a better verb to describe this action?

It could be "graduation".

No. I mean the action when a person is honored by giving him/her a certificate.
Instead of saying to honor, is there a better word to describe the action?

Award is common word used for actions such as: to give prize, praise, certificate of merit or a contract to some one. On the other hand confer on is used in rare occasions to honor some one for his contribution, service and sacrifice to the society/country, Confer has positively greater importance, seriousness and value than award.
The company was awarded with the contract for their good reputation..
The queen conferred a knighthood on him in honor of his brave deeds.
The President conferred the highest gallantry award for bravery on the soldier in the annual republic parade

'Confer' is the appropriate word to use. 'Confer' is also used when degrees are awarded to students.
Another word is bestow.

There is not a better one, I am afraid...
Award goes with a certificate naturally as much as confer does with a diploma.
So someone can be awarded a certificate.
