meaning
They threw the print away before they started to develop. The police found the photographs, recognized the two men and arrested them the next day.
Not the brightest bulbs in the pack.
The rabbit thumped so loudly that it woke the Jenkins family just in time to see a man and a woman leaning the scene of the crime on stolen mountain bikes.
Police later arrested the couple. That is quite a bet.
I want the meaning of the red parts.
Thanks

"Not the brightest bulbs in the pack." a humorous way to say "Not the most intelligent people in the world." Another similar expression is "Not the sharpest knife/knives in the drawer."
I think that the second example is a typo and should be, "That is quite a pet." As in pet rabbit.
