To create a sentence in the passive voice we take the object of the sentence and make it into the subject of the sentence. If the sentence doesn't have an object we can't do that. Thus, we cannot create a sentence in the passive voice using an intransitive verb.

Intransitive verbs, of course, cannot be passivized in the strict sense, However, some languages (like Dutch) have so-called impersonal passives that allow one to transform, e. g. He phoned
