I would like to know the meaning of "who was the sounding the alarm" in the next passage.
"Normally you wouldn't expect a fish to mate with a tomato," said Jeffrey M. Smith, a researcher who was the sounding the alarm about genetically modified (GM) foods, when he appeared on Tuesday's program.

In my humble opinion, I think it means that he was a pioneer in his field.

I think it is a typo. "Who was sounding the alarm" is the intended phrase.
