    Default She is to become famous

    "to be used with the infinitive with to to express futurity, arrangement in advance, or obligation"

    In this sentence, it is certainly not an obligation or arrangement. Does the sentence have a similar meaning to:

    She will become famous. (futurity).

    What are there differences between the two sentences?

    Without more context, it implies futurity.
