It sounds a bit strange to have both his name and his number- we'd normally replace the one featured in the question to focus on the answer.
So how would you phrase the question? <still a bit confused>

Q: Which turn/ presidency was Bill Clinton's?
A: 42th

Q: Which president was the 42th presidency?
A: Bill Clinton

The first one is okay (altho I wouldn't use turn), but for the second one it would be better to say: "Who served as the 42d President?"
