Because I thought it should be "presented".

I can't tell you the part of speech, but I can tell you that "present" in this context means "there" in the same way as someone who was present at a meeting was there.
The ideas are there in children's understanding.
It's not trying to say that the ideas are being presented or "put forward" in their thinking, merely that the ideas are there.

In this sentence, "present" is an adjective = in a particular place.

He was present when the prized were handed out.

The pupils are present in the classroom, waiting for their teacher to come.
