I do not believe there is a unique word to describe where terrorists live. Unfortunately, terrorists come in all shapes, sizes, ages, and nationalities. They are universally located.
We could use the word 'haven' to describe a location where terrorists might feel safe from public intrusion. "Country X is a haven for political extremists and terrorists."
