Hello! Could someone help me to understand the cartoons as the attached?

Q1: I request a sidebar=?

Q2: It's about time=?

Q3: I'll have double scotch on the rocks=?

Q4: Why is the title "the wizard ID"?

A "sidebar" is a discussion between the judge and attorneys at the bench off the record and outside the hearing of the jurors or spectators

The joke is that the man in the dock (who is indicated as being drunk [the bubbles round his head]) hears it as "bar", and asks for a double scotch [whisky]n the rocks [with ice].

The fellow in the jester's cap has probably been sitting at the table for a lengthy period of time as the court proceedings have taken place. When his lawyer asks for a sidebar the jester, thinking he is going to get a cocktail, says "It's about time!" ("I've waited long enough!")

It's about time = it is time to start something that a person is expecting for?

If a lot of TV ads end, I can enjoy my favorite programme finally. And can I say, "It is about time"?
