Is it correct to say:

Without context, it is a grammatical sentence. Can you give us context?

My teachers asked me to change (1) to (2) beginning with "What he says". I have done but I don't know if it is correct.
1. I don't know what he says.
2. What he says.......
--> What he says is unknown to me.

The normal way to say this is "I don't know what he says" (or said).
There's nothing wrong with "What he says in unknown to me". It means the same thing. But I have no idea why he'd change a common phrase into what sounds like a poetic or literary phrase.

Yes, I do. But in that case I would have expected mylevt to say that that was the reason. Perhaps "I have no idea" was an injudicious choice of words. I meant "I don't know". It's always possible to guess.
