    What time does Jim have to leave? He HAS to leave at 7.

    Why do you use "have to" and not "has to" in this question?

    You have the verb "does," which is conjugated to match person and tense. Once you conjugate "to do" the main verb is in the bare infinitive form: the "to X' form without the "to."
