Is it looking at someone with despise or what?

You don't like what someone is saying or doing, and either are prevented from saying so or are too shy or nervous to tell them what you think. So you use facial expression to indicate disapproval.

In this scene from Frasier, Niles gives Frasier a dirty look at :10 (when he says "Don't direct me!"). At 2:55 Frasier gives Gil Chesterson a dirty look as he says "killing the last survivor of the Fairservice family." Frasier also casts a dirty look at Niles after Niles says "Ha!" at 5:06.
