"Insider" can mean too many things for someone to know that you mean undercover policeman.

"Insider" may mean "someone within an organization or group who knows about all the things happening in it".

Ex: According to a council insider, the library’s budget is to be cut again.

Your example is a good one, but a police officer pretending to be a criminal so he would be trusted by other criminals wouldn't really be an insider although he would hope to be mistaken for one. If he were really an insider then he would be a criminal himself.
