addressing a letter to several people

If I am writing a letter to several people, do I address it to the main person and then use cc at the bottom after I sign the letter? If so, do I include the names of everone who is receiving the letter or do I put the cc at the beginning of the letter, after the main person's address?

If the letter is to go to several people, the practice is to send it to each person individually, with the other people's names cc at the end.
