Dear Teachers,

Is (have) here correct in the following example :
(please arrive as early as possible enablling vessel to have sufficient
time for bunker supplying )

Well, 'to have' is not really necessary. What about?

Please arrive as early as possible to provide the vessel sufficient time for bunker supplying.
