He is quick to get angry.

I would use "bad".
He has a bad temper. :wink:

Also, "have a hot temper"
or "have a short temper" means the same?

And why 'short' so much used?
What's the link between 'short' and emotions?

yes, you are right.. if someone has a short temper it's the same as saying he is quick to act on his emotions, he loses it quickly.
