Simple past of "to apply";
I, you, he, she, we, they applied.
Past perfect with "apply";
I, you, he, she, we, they had applied.
The car, a specific car. A car, any car.

Re: Article & Past participle
Have apply
Have should be preceded by past participle of the main verb
or have applied
Had apply
Had should be preceded by past participle of the main verb
Had applied
A car = Any car which is not specified.
The car = A specific car which both, the person decribing and the person hearing are aware of.
The first time you speak of something use "a or an", the next time you repeat that object use "the".
I live in a house. The house is quite old and has four bedrooms.
I ate in a Chinese restaurant. The restaurant was very good.
DO NOT use an article with countries, states, counties or provinces, lakes and mountains except when the country is a collection of states such as "The United States".
