1. It's an empty promise. It's called bait and switch.

What is "bait and switch"? Is it like breaking your promise after you get what you want?

2. When you ask a girl for her phone number she is thinking "Do I really want this guy calling my house?" Basically, she decides how much she likes you.

Is it right the underlined part? I think it should be "she decides it according to how much she like you". Am I right?

I didn't know 1), but I guess you're right.
2) looks fine to me. She has to decide how much she likes you before considering giving you her phone #. There are 2 (linked) decisions here: i) how much she likes you and ii) will she give you her phone #.
