Default Spoken English Assessment Tool

Greetings!
Is there any tool that a teacher or trainer could use to assess the speaking and reading levels of nonnative English speaking young adults for professional pusposes?

Do you know Carnegie? But I think you have to spend a lot.

Hi paochai01, Yes I have tested Carnegie and yes, it costs a lot and I dont find it to be brilliant. Can you suggest any rubrics with weightages available online? For speaking and Reading.... Thanks
