Yes. The prepositions "on" and "under" are part of the meaning of the utterance (as I've demonstrated already). If you change the preposition, the meaning of the utterance changes.
The phrases I gave would normally occur as part of a declarative sentence. "The fork is on(under) the table". And this sentence describes a state of affairs, i.e. "The fork is on the table" describes a different state of affairs from "The fork is under the table."
Basically, that's just a long sentence meaning: "Prepositions are important in meaning."
